Er, no that can't be right as parking offences are dealt with by the 1984 Road Traffic Regulation Act. Basically footway parking is banned unless signed/bylawed otherwise inside London, and outside of london is allowed unless signed/bylawed otherwise.

You appear to be missing the significance of the bit in parentheses. No, it doesn't refer to parking at all, but how do you transition from driving on the road to park your car on the footway? Yes it does mention asses, but only in relation to driving them on the [b]footway[/b], and along with numerous other things including carriages.
So whatever the 1984 act says, we have a close to 100% hit rate of drivers who park on the footway breaking the law.
Interesting regarding "footway parking" i.e. parking on the pavement being illegal unless specifically stated otherwise.

In greater London introducing any footway parking now would need a traffic order and sign plates/roadmarkings to be erected showing where the footway parking is allowed.
However, in days of yore this was not the case and footway parking was officially permitted by resolution of committee and signs generally did not go up, there are still streets around like this where footway parking is allowed and signs still have not been erected!

Police are discouraged for issuing tickets for such things now there is civil enforcement. You want to send it to the councils parking enforcement team. They are quite likely not to do anything because the roads will have dispensation not to enforce footway parking there.
What can help is to 'formalise' the footway parking, mark out bays of where people can park sensibly without blocking the road or footway and then they get tickets when not parked within the bays. Generally it tends to be self enforcing as once the bays are marked people get the idea. Yes you may have a point. I was so excited that I had actually guessed the jist of the statute correctly that I didn't think much before posting.
I do not fully remember how this one works, it is an offence to drive your vehicle over the footway to park it on land off the highway unless a vehicle crossing is built and authorised, but I think the enforcement for this is under the 1980 act rather than the 1835 one. I'm not sure if the 1835 act definition of 'driving' applies to the act of pulling up onto the footway to park on it. Do you know of any cases where people have been charged under 1835.S72 for parking on the footway?

If it was a "first offence" then I'd let it go.
Give them the benefit of the doubt. Maybe they are trying to keep a space for a skip, or tradesman, or a delivery, or removal van etc.
If it was a regular occurrence just for a car then their cones would be going over the hedge. 😀
Cones.... That's sport . I have been round to a mate who has an issue with a coner.
The cones weren't fit for much after I reversed over them with with landy.
My Brother organises a street part every year in the Cul de sac he lives in. Most of the people join in and the ones that dont keep to themselves and leave their cars the other side of the bollards that they put in place to ensure the kids can play safely.
This year a tosser at the bottom of the road insisted they move the cones to get his Porsche to his house, 150m away at the bottom of the road. Everybody moved the chairs, tables etc to allow him past. 30 minutes later he wanted to go back out again. Nobs will be nobs.
a few days ago had a discusion with an illegal parker on our car park, we live opposite a secondary school,she said her son got upset if he couldnt see her car outside the school, when i asked did the son have x ray eyes to see through a double brick high wall and past another 10 residents cars, and round a corner, she didnt understand, neither did she understand the no parking signage, private parking signs etc, what she did understand was she couldnt park in the half empty teachers car park opposite, right in front of the school.
But she hasnt been back
One of my colleagues has a coner. Had a coner, he procured the cones on my behalf as they are really useful for me to cut the banking round my house which is on a twisty poorly sighted road, cones at each end with a wee sign work wonders. So now I have 6, 3 lots of 2 😉 The coner has now stopped....
the council have caused a bit of a crap situation in our road
it used to be that kids would play on the bit of grass on the corner, but it wasn't ideal as it's on a busy crossroads so ballgames were out and with no fencing it wasn't ideal for tiny kids..
the kids stopped playing there as they got older and as there weren't any new kids on the block, people in the HA places over the road started parking on the grass.. brilliant for everyone as it eased the pressure on the parking situation
the council turned up one morning and erected bollards to prevent people accessing the grass, so now with no kids playing there and no cars on there it has become the local dog toilet with at least 50 dogs per day stopping there for a piss
