Somebody clearly hit her car in the hospital car park and has left what I think is a long mark ON it, rather than IN it
How do I get this material off the panel without screwing the paint underneath ? Presumably solvents = bad ?
Cutting polish? Hopefully you have metallic paint with a clear coat on it.
Normal car polish, T-Cut, brasso, etc worth a try if you have any already.

If its just in the clear coat rather than the coloured paint underneath, try something like Meguiars ScratchX.
If its through into the colour, then some form of repaint (could just be a touchup pen) will be necessary to stop water getting under the lacquer and lifting it.
(its amazing what will polish out though, and so long as its a decent quality product, you won't make things any worse unless you're buying boulders-in-a-bottle)
bicarbonate of soda/baking powder works pretty well, its like a super super gentle t cut. A very slightly damp cloth helps it stay in place while you buff it. I use it for all sorts of polishing and cleaning and it just washes away with water
As always try on a hidden panel first just to make sure!

Try a soft pencil rubber. If that doesn't work then i'd use a diminishing polish like Farecla G3 Pro All In One or Scratch Remover with their applicator (all sold in halfords but don't let that put you off).
THe panel needs to be clean first, if you do the above with any grit present you will **** the shit out of the paint.
eta- if you have a clay bar and lubricant that it also worth a try before using the g3.

Is it paint or plastic from a bumper protector?
I’ve washed many a paint scuff off with thinners. If it’s original paint you’ll be ok. Will need a polish afterwards.

To start with, it’s worth using Isopropyl alcohol on a rag to see if that’ll remove it, it’s very benign, certainly won’t touch the paint. I use it all the time to clean dust, etc off bodywork before I put vinyl decals on.
Duraglit or Brasso would work as well, very fine abrasive that isn’t too harsh on the clearcoat.

Brasso is harsher than T-Cut, which is itself too harsh.
depends what strength, and what condition the paint is in.
