1. Clean the wheels as best as you can to get the brake dust off, using a grey scotch brite pad rub the wheel surface all over to key the wheel. Probably best to do this with a bucket of water and rub it all down wet. If you don't have scotch brite pads use p1000 wet and dry.
2. Any scuffs or marks should be rubbed down with p180 then go over with p320 to remove the scratch marks. If they are really deep might be better using body filler in the scuff or scratch
3. Prime the wheel with a high build primer. Start with the repaired areas with your first two coats. Then prime the whole wheel.
4. Lightly flat the wheel (wet) with p1000 wet and dry making sure you remove all the scratch marks from the repairs.
5. Either paint with a 5 wheel silver or use a basecoat of silver and a clear coat. Depending how fussy you want to be. Spray the wheels lightly though. Most silvers cover well and shouldn't take too much to cover. Same with the clear coat. Don't go mad and try and get a finish with your first coat. Build up the finish and don't rush it.
