I am around 15 months into a 24 month Orange contract and would like to drop the cost down, can it be done or has anyone done it.?

I'm guessing as it was a 24mth contract it was a tricky phone?
If so for obvious reasons maybe not, call them?

You may be able to threaten to change netowrk at the contract's expiry. That wil prompt Orange into offering a better deal to keep you.

Orange offer a plan review service on their website in the online account section.

Might be worth a look.

Best plan only works the other way I think, I.E increasing the cost of the plan...

Dropped mine down to £15 a month from £22 but it can be used to increase as well IIRC

I've been trying to drop my iPhone contract down for 3 months. Repeated calls with the reply "Yes, from next month". The contract will be up soon. Time to go elsewhere.
