My windows account is tied to my Sunday email whilst my XBox is tied to my casual address. But to give you a useful answer yes, he can just set it up in that name.
Handy hint: his XBox can be used as a wireless display once you install the app which can be useful for projecting the screen.

First up, you don't have an "Xbox account" or a "Windows 10 account," you have a Microsoft account. You can use the same account to log in to both systems. Alternatively you could use two separate accounts if you like but I wouldn't recommend it, I did this back in the day for reasons which are no longer applicable - primarily I wanted to keep Xbox contacts and MSN Messenger contacts separate - and to be honest it's just a bit of a pain these days.

The last time I built a W10 machine it offered you a local login option if there was no Wi-Fi / Ethernet connection available during setup, but this sort of thing is in constant flux with different versions of W10. There's little to no discernible reason to do this in any case, logging in with a MS account brings a bunch of extra benefits.

App store is possibly the best source for a download if you want to avoid nasty stuff.

App store is handy for getting Linux to run inside Windows though IME generally inferior for most other things. I've seen a few applications lately offering both a regular download and a Store option where the former is free and the latter being charged for, which is a concerning trend. Some things are only being actively developed as Store versions now too - OneNote jumps to mind here.
The new Chromium-powered Edge is *hushed voice* actually quite good. Quite what purpose it serves in a world which already has Chrome though I'm not sure, it's handy for me for times when I need a copy of Chrome without any plugins / cached credentials etc but I'm a fringe case here.
An MS account gives you access to OneDrive (I think you can log into this separately though) and if you point Office at it it'll switch to rolling saves and versioning - no more "Word crashed and I haven't saved in ten years" complaints, ever.
With multiple computers you can sync settings across them (with varying degrees of success it seems, but hey) and it makes file sharing a lot easier (though, again, OneDrive).

This is actually quite handy, once you get over the initial shock of rebooting your new computer only to see that it has magically reset itself to look like your old one.
Every day use the microsoft account over a local one.
Funny, everyone was in horror over what microsoft used to do over privacy but they're absolute *saints* compared to google and facebook (and apple) yet people flock to android, ios and social media in their bazillions.
Proper O/S, proper functionality. Take advantage of it.
