A couple of friends have these and they seem to work very well. One uses it to relieve back/hip pain and the other to help with depression.

Just cold water. Normally used first thing in the morning so it has cooled down. FWIW we still get frosty nights at this time of year and in the winter are dealing with ice covered lochs for dipping. It probably helps that it's low volume and the sides are exposed so doesn't really retain much of the previous days heat. I guess you could also try to site it where it's not exposed to direct sunlight.

Ours is currently 14°c and in the garden next to the raspberry patch. Don't use it myself but OH says it makes her sport recovery better.

I don't know anyone amongst my wild swimming/cold water therapy acquaintances who is into the Wim Hoff stuff.
Assembled it today and it took over 450l of water apparently. Got a thermal cover for it to keep it cool. Tap water was cold enough apparently, especially when you aren't moving or got wet suit, gloves and shoes on. MrsF swears by cold water stuff.

Relative temperature plays a part too. If the air temp is +20c and the water is +13c that can be a bit of a shock. If the air temp is -5c and the water temp is +2c then it doesn't feel as bad. Honest 🤣
