OK - now I know MS have confirmed it will be free to anyone running Win7 or 8(.1) but only if that copy is kosher.
Now, if you're running an 'acquired' copy if you install the tech preview version and sign up to the Windows Insider program - a full legit licensed copy of Win 10 will be pushed to your computer on or shortly after release date.
Note I am running Win 10 on all my computers now and it is very very good. Given we are about a month from release it is also now very stable and shoulnd't be an issue reliability-wise.
That said, if you rely on your computer for work then I would perhaps hold fire (although I have not had a single issue and I've been running tech preview on my main PC since its launch).
