might be vendor-specific (e.g. new stuff from business sellers?) as stuff I'm watching on Evans, High On Bikes accounts have the code and offer tagged on the bottom of the ads.

It should work for any sellers.
Note there is a minimum spend of £20, and a max discount of £50.
You can add multiple items to your basket, then pay for them all at once. The discount should work, so long as the total is more than £20.

It should work for international sellers, so long as it is shipping to the UK. It does for all of the stuff I have looked at anyway.
And so long as your Ebay account is registered to a UK address?
