Plenty, look up the pro team rosters.

My mate Clarkey (Dave Clarke) raced for the Endura Team last year

Tabriz Petrochemical Cycling Team - Continental level, do the occasional race with WorldTour teams. Win lots of races too.

Azad University Cross Team - Continental level.

There are lots of pro level non-european riders. But you won't see many of them in the TDF. The wildcard entries tend to go to French teams (not surprisingly) who have mostly French riders.

As others have said there a a few columbians. Uran for Sky being one.

There are some all Columbian teams as well. Colombia-Coldeportes was in the Milan-Sanremo and Tirreno-Adriatico.
