Can you not do the renewal online? No need to print it then.

No as its a HGV entitlement renewal on my licence, I've had to have another medical etc every 5 years and according to the paperwork I've received , it must have a new picture etc ... I have a digital copy of my passport pic from 2 years ago, just need to print it out the correct size ... everything is either weird sized when printed or has a watermark etc

GIMP

https://www.gimp.org/

Or just stick the picture into word and resize it in there before printing it out.

This. Or throw into PowerPoint and resize to the correct dimensions using the picture format tools.

I'd do the latter as I don't trust Windows to get it right.

I know the op has already solved the problem, but there are also a bunch of websites that will resize the image correctly for the country and type of ID it is for.  I've used them and it works but I'm always slightly concerned because it don't know how they make money

Otherwise Irfanview

The best free basic image resizer etc is Faststone Image Viewer.

Will bulk convert between image formats and resize, rename etc. And it's Windows so yes, you can have Free, Easy and Windows :).

It is on my list of standard packages to install on any PC
