Yup for me it looks completely nonsexual - a man focusing intensely on tributes to his recently deceased mother careless tries to maintain physical contact with his deeply upset adult daughter, who is grieving the loss of her beloved grandmother, to reassure her and give her emotional support.
But who knows I am possibly completely wrong and he thought the situation presented an excellent opportunity to engage in an act of sexual gratification, in public. Perhaps I am hopelessly naive.

True if it was “a” grieving man, but it’s not, it’s a grieving man with a lot of history. Any random man, I’d say these people were weird to consider that the touch may have been over long… but this isn’t just a random man. I don’t think for a moment this was sexual, but that it has raised the thought in people‘s minds is a reflection on what Prince Andrew has done in the past, and everything that has been done to hide and neutralise that behaviour.
