I sold my Gaggia classic last night, and they bloke that bought it emailed back an hour later, saying he no longer needed it, but he can see someone else bid the same as him, can i offer it to them.
I didn't know buyers could check the bid history? i haven't bid on anything in ages so can't check if this is possible.
what do people think? I can't see what they could do to scam me, but it all seems a bit weird, the guy has good feedback...
Anyone can see the bid history, that's fine.
Report him as a non-paying buyer and offer it to the next highest bidder as a second chance offer.
He's never going to pay you (winning bid) report as non payer and move on. Either offer to 2nd highest bidder or relist.
Second chance offer, it's in your Seller/Item options. Consider giving him a non-payment strike and move on. Presuming you use the normal eBay/PayPal payment route for the new buyer (if they accept) you're no more at risk from a scam than any other sale.

What happened in the hour after he bid in an auction? Did he develope a caffine allergy or a severe case of buyers remorse?
There are so many bell ends on eBay now and the whole process is loaded to the [s]time waster[/s] buyer. It is becoming useless for genuine sellers.
You could try a second chance offer with the next highest bidder.
He cant see the bidders, but you can see the obscured list of bidders in the history.
I would do as he suggests unless you thought it would go for more and would rather relist. The only minor downside of the second chance offer is a buyer will often think that it was your mate or a second ebay account used to try and push up the price.
Thanks all, I've offered it to the next guy. he has paid already, so he changed his mind in about 30 mins! but I just know digging my heels in will cause grief...

Don't know how much he bid, but based on your classified ad, there was an offer on Amazon for these that popped up yesterday or the day before - 180-odd posted brand new (slightly lesser spec I know). That may explain his sudden change of heart.
Or perhaps his wife caught him.
What martinhutch said, I'd guess it's linked to Amazon dropping their price from £300 odd to £186, and suddenly the price he'd hitherto been quite happy to pay didn't look so good anymore. Slightly shoddy on his part but I sort of understand it.
