Looks like SHH the lease holder want to turn the former airport into commercial development and are worried that allowing this light aircraft to fly out will scupper their plans .

Or they're paranoid that if they allow it to take off and it crashes into a house, they'll be liable somehow? I don't think that particular developer is very well liked in the area and I can see why.
