Does anybody know what the latest with the planning regulations are? Seem to remember that there was supposed to be a change coming where if any buildinbg works were under certain dimensions relative to your house, you wouldn't need planning permission? Can't find out anything in any detail on our council's website, so anybody here know?

Certain 'development' eg under a certain size, gains automatic approval. You should speak to the Planning Dept though. In some areas these Permitted Development rights are removed entirely or reigned in (eg in conservatin areas, in land near listed buildings (even if they are your neighbour etc) and if consent has ever been given (even permitted develoment) then it is lost so you cannot keep on using it as a consent to build a small extension, then another small extension, then another, then a porch on it etc,

As above, the planning portal has a useful interactive house which explains what you can do under permitted development.
As mentioned above, permitted development works must be measured from the original elevation, if you have some sort of outrigger built, you won't be able to extend to the maximum permitted length from the back of that. If you are unsure of what is original or not, though it should be relatively easy to work out, you can apply for a Lawful Development Certificate, which will ascertain the original dimensions and whether your proposed works comply with PD regs.
