Hi, I have been tasked by the OH to find a pdf app, Acrobat is the benchmark I guess but it looks like a monthly subscription deal which i'm not overly keen on. I know there are a few out there, she needs something that will be able to combine multiple pdfs, re-order/delete pages, edit, do bates numbering and also have the ability to create some kind of index.

Acrobat has the majority of the above, it can index a document for faster searching, but i'm not sure that it will create a physical 'index' to enable you to access different areas in the document via a side bar, which is what I think she needs... any suggestions?

It does indeed allow you to do this. You can add loads of interactivity in there. You can put an index in, then add a link so that when you click on any element it will take you straight to that page. I do it all the time, put something together in In Design, PDF it, then go in to the PDF and add in all the index links, hyperlinks, video, all sorts.

Acrobat really is very, very good, but I have a full Creative Cloud subscription, which I think is pretty great value. How much is it for just Acrobat?

Cheers, its not a fortune @ £15 per month, and from what you say it sounds like it will do the job, just not keen on getting tied in to a(nother) subscription! Guess i'm going to have to bite the bullet. Thanks for the help

At work we have a combination of acrobat, for the 'power user' and foxit phantom PDF for the rest.

free version is just a viewer, but paid version is fully functional (and anatomically correct...if you're a trekkie)

it's about £100 single license purchase.

if it's just compiling PDF, I use PDF Split and merge (PDF SAM)

look for version 2.2.4 for a very basic looking but quite functional thing. the new versions are polished and have lost some of the functions.

If you already have it you can use Microsoft Word for this. Save the document as a PDF and in the Options (its a little button at the bottom of the Save dialog on mine) select Create Bookmarks Using and Headers. This will create a navigation bar in the left pane in the viewer that links to you Word section headers.

EDIT:
Having a bad day - Word probably won't do the other things you need so just ignore me. I'm going get my lights and go ride my bike.

I use Nitro Pro, not sure if has all the feautures of Acrobat Pro but it has everything I need. Very straight forward interface as well.

Slightly older versions are about £20.

There is also rather dodgy "oem" type downloads on Ebay for a few quid.

PdfSAM is pretty powerful, especially when run in the command line - without going out to the offuce I'm not sure if it does bates stamping though.
Why does she need this? ☝️

As above just use Word which will be cheaper than Adobe's monthly subscription. Or if using Apple, Pages is already installed.

I never edit a PDF as a PDF. It's much easier to open in in another application (Word, Pages, Photshop, InDesign...) then edit and export as a new PDF.

pdf sam definitly does bates numbering in the pro version.

I only have the free version I'm guessing the pro one doesn't give you an annoyingly MASSIVE pop up in the bottom right of your screen every so often.

I never edit a PDF as a PDF. It’s much easier to open in in another application (Word, Pages, Photshop, InDesign…) then edit and export as a new PDF.

Is the point being made that that won't work for some of the task that are required.

Clearly that depends on the exact requirements that she has. There are many situations where those apps would be useless and more than one app is required.
