PDF's weren't designed to be read/writable and trying to convert one is a PITA. that said I found Open Office's writer with a PDF add-on to be about the best.

I've used [url= http://www.pdftoword.com/ ]www.pdftoword.com[/url] it's free to use online with pretty good results but you still need to play around with the formatting.
