Am I wrong?

You're wrong-ish.

If the payment comes out of your Paypal or bank balance, then no charge.

If linked to cards, then charge.

It tells you quite clearly on the page where you make the payment!

Im shocked people actually link their bank accout to Paypal
Have you read the terms and conditions?

Why would you surrender control of your own bank account?
A quick google of 'Paypal Horror Stories' should give you enough reading material from now until next Christmas
