Got charged for sending money via gift, never had before!

Reason being, youre paying the paypal fees but who your buying from isnt
If you have money in your account, or money pending it doesn't appear to charge, so I tend to stick £0.01 in every time I use it so iv always got money in/ pending. Though saying that, I never seem to get charged for using PayPal, what am I doing differently...? This is even when paying via goods...
I always send the money direct from bank account as "personal payment owed" and it is always free.
