So my wife picked up a parking ticket from one of those private companies in a local shopping centre ( ie not a council issued one)
letter has arrived , quite threatening tone.. my question is, can they actually do you ?eg baliffs, court etc, or is it all bluster?

As above.. Just to add, private firms can't issue punative fines, only the police or council can do that.
What you have is an invoice for the cost they believe they have incurred for an alleged breach of contract.
Who's the issuing company?
How did she manage to gain a ticket?
Is it parking eye by any chance
