So a lorry is unloading/building scaffold on the corner of a street. Double yellows all around the corner for driver and pedestrian vision. I come around the corner in my car, a girl steps out, I didn't/couldn't see her or her me.
Lucky I'm careful no harm done, but I think - report it, its dangerous, I don't want anyone to get hurt.
So I phone
1) police 101.
"We are not responsible for double yellows"
But "its a danger" I say
"We don't care talk to devon county council on 03451551004"
2) So called that number, no answer.
3) I called Exeter city council emergency line.
"We are not responsible for parking, Devon are, call them, parking is 03451551004"
4) called them, recorded message on how to pay/challenge your ticket..
5) Call 101 again, saying its more than a parking issue its a danger, get shouted at because its not a crime issue..
I'm done. A kind of modern day institutional weariness has beaten me down. Nobody actually gives a shit. If there is an accident I have every conversation recorded and I'm going to make my recordings public.
Phone back anonymously claiming there's a bomb/ebola victim in the lorry.

This has resolved itself. I foned Exeter City Council emergency line again and found a more helpful person who got the police to move them.
Typical of the attitude that Devon County Council has towards parking enforcement. Overstay in a pay and display car park by a minute however and you'll find your car surrounded by a crack team of parking fascists.
I always park on the double yellows outside my local bike shop when popping in for a quick purchase as the car park opposite is massively over priced and the parking wombles unbelievably don't have the authority to fine me for doing so. And before I receive a STW flaming for parking illegally the double yellow lines are actually along the outside edge of the car park and seem to be there solely to make people park in the pay and display bays.
I don't care about where you park, as long as its not dangerous or causing an obstruction, but this was genuinely dodgy.
