My sister is looking at moving to Australia with her family. She would not qualify for a visa on her own but my Brother in Law does. What happens if they all arrive (including kids) and they then separate for any reason, would she be able to remain or would her right to remain be dependent on his visa?
IANAL but the points based visas tend to have a primary and then dependents. If they should separate then BIL should notify immigration that the situation has changed and your sister is no longer a dependent. Based on my experience (employing a dozen or more staff on 457|186 visas), immigration probably grant a right to stay... especially in Aus which is not so progressive on male/female family equality!

All depends on the Visa
If you are there on a work visa that includes family then when that ends it ends.
Partner Visa's work on a probation period which when elapsed the partner is allowed to stay as a Permanent Resident.
So the aim would be to get PR for your sister ASAP, after that you can get Citizenship after 4 years
There is a great bunch of ExPat forums that have all the good answers to that.
The other thing to make sure if that you have enough banked somewhere for a return flight if it all goes wrong.

As said, on the points system you would look to Permanent Resident as soon as everyone agrees they want to stay, and then citizenship, which can be dual. And as said, the main risk is that someone doesn't like it and then you need to pay to move everything twice. I would recommend staying for a month somewhere before choosing to live there, since the cities are all quite different and I presume none of them are tied to a job.
