Just watching Wimbledon in HD on my computer. I do have broadband but not very fast. Now how can the BBC put out HD quality TV via broadband but other types of streaming video - ( youtube etc) has to be highly compressed and small images with low refresh rates?

Does the beeb have some very clever compression system or is the limit for other things their servers not my puter?

Your broadband is only one link in the chain. The servers from which you are getting the video need to be able to supply that much bandwidth for everyone watching. So the more viewers you have the more bandwidth you need.

I would guess that youtube globally has far more viewers than Wimbledon on the Beeb, so they might have to limit bandwidth more than the beeb.

Having said that.. you can put full screen HD videos on Youtube, so perhaps the poor quality of many films reflects how they were created or processed before uploading. I think maybe you have to pay a fee to upload HD videos or something.. dunno.
