In classic financial year end panic, some bright spark has purchased a load of iPads to be used by older people in care homes. What they haven't done though is consider how multiple users will use then.

We need an app or software that means each time a person picks up the iPad, they have to select themselves as the user before going through their own security (pin etc). This would then access their own screen with apps, email etc.

Does such a thing exist?

Nope.

It's pretty much designed as a personal single-user device.

The only way to do it is for each person to have their own Apple ID and log in on that Apple ID each time they pick the pad up. Not a very good solution for the application you're suggesting.

iPads are designed to be single-user devices. Nothing I have heard of will do what you ask - a login screen as such?

There are rumours that iOS 8 will move to multi-user.

But in the meantime you are fairly screwed.

Local government. People don't get sacked.

Agreed about going the android route though.

Yeah I kind of agree. Someone has completely failed to do their job: review user requirements, recommend a suitable solution, limited trial, review, training, full roll out, support. That kind of thing.

If they've just bought a job lot of unsuitable hardware and told you to sort it out then they are shit at their job and should at least get a stern talking to and be required to sort out the resulting mess.
