It certainly sounds like it'll do what I want - eg allow pausing of live TV from the scart output of my virgin media cable box.
Audio/Video in and out seem to be a single plug each - is that then the old style aerial plug which you used to connect your video to your tv with (before scart was common)?
And then what is 'component video out' - I'll be using this with a 1080p tv so it'd be better if I can output that way rather than aerial style.

The audio in and out seem to 3.5" jack and the video seems to be the 3.5 jack to rgb cable
Hmmm... that doesn't sound right as it says that you can use those for video input or output.

Yeah, it's going to be something like that.
I'd caveat that by saying that I don't believe that there's a wiring standard for that sort of connection; it may well be proprietary to that device and you may have to use cables that they supply.
If they've been sensible about it, they'll supply it with breakout cables - so, basically, the 3.5mm jack to phono sockets rather than plugs - so you can then connect your own cables to it.
