We live on a steep hill and pretty much every house on our side of the road has and angled driveway approach (pic below). But these were put in donkeys years ago and probably without any sort of planning approval.
When we've approached the council a few years they have trotted out the line of you must come off the highway at 90 degrees to the road and comply with building regs splays etc., etc. so we parked the idea.
I theory we could do this but it would involve digging out hundreds of tons of bankside, loads of groundwork, retaining walls etc. But the costs would be astronomical and just not worth it.

Are there any grounds on which we could do an angled driveway approach as this would be a fairly straightforward job for us. Driveway up the bankside and parking where the front lawn is. We have space to turn round and come out forward.
Parking on our road is becoming a nightmare and surely getting 3 cars off the road is a better outcome for the council!
Is this a case of 'better to ask forgiveness than ask permission'?
Too much money involved for that! And curtain-twitcher neighbours!
We'd need road closures too for a certain amount of the construction work.
Surely there is a precidence (sp?) thing to quote to the council if all the others are at an angle to the road to have one not would look odd.
Visibility may be ok if you are higher so that may not be an issue. There are local standards you may need to meet but often these are for generic installation which yours would not be.
Is there any access to the property at present?
When you asked previous did the council take note of everyone else's or did you just chat to the receptionist?
Maybe do a drawing and show how it will work and email that in for initial comments. Might cost £100 but you might get someone proper looking at it. Or you could at least have some meaningful dialogue.

Surely you can have a 90 degree angle and appropriate splay (for sight lines & visibility) directly adjacent to the highway then angle after that?
I understand the importance of being able to hit the road at 90 degrees but after that it shouldn't matter. Talk to building regs & see what they'd accept. You can use CAD to draw vehicle path lines to demonstrate turning circles etc.
I may be wrong but I think splays regulations are set by the local authority (England & Wales), and controlled under planning law, definitely not building regulations, and typically vary according to the type of road. Is the slope on the road downhill to the top of the picture? Is yours on the picture? Does traffic approach from either direction? I can see that they won't want cars trying to turn the acute angle.

I'd submit a preapplication advice application, that'll make the Council give you formal advice on the proposal, costs £50 to aapply to my Council
Do those angled drives going down a slope? Would it be too steep to go perpendicular to the highway?
Visibility splays are defined by design speed of the road, usually 2.4m back from edge of carriageway and then then a diagonal line to something like 30 - 90m up the road depending on speed limit, can't remember off the top of my head, it's been a while...
