I found argos to be cheapest and have decent stock when I bought some not so long back. Click and collect as well so no postage to bother with.
I have some urethane 20kg plates for sale, if you fancy a drive to Germany to pick them up.

Loads of stuff here for very reasonable prices. I got some of the extra thin steel ones and they're fine used with some foam gym floor matting. Need to keep on top of moisture because they do get a bit of surface rust but I see they're doing rubber-coated ones now that weren't available when I bought.
