I know there are a few locals on here, but this could help visitors as well so the more the merrier;
Map of the changes; you have to zoom in to see the green 'existing' network better, but the lilac new routes are easier to see.
It seems you then need to fill in the form on the verderers website giving your support (or otherwise) to the proposals.

@Ewan - That's what I was told by a local cycling groups so it is what I have done. I added the question to my response though so if I get a reply with a better way I will post it here.
UPDATE - My submission has been acknowledged (not an automatic response either). They simply state that they will pass my feedback onto to the Verderers so I guess this is the right way to do it.
Done - any increased access is better - I am old enough to remember riding everything and anything in the forest back in the 80s before "The Ban".
