A long time. "Content" drives interwebz usage. The content owners really don;t want to play along with that. TBH, we already adhere to it in certain ways (though certain traffic across networks is prioritised - eg streamed TV content vs over the top web content).
As for mobile roaming, the mobile network operators will never support it - it'd be like turkeys voting for christmas!
The cynic in me does worry that if we do acknowledge it, we'll do it half-baked and end up making QoS illegal or something.
If that goes through here, does that mean that UK ISPs will be required to remove the blocks to various 'naughty content' websites like thepiratebay?

And that's the thin end of the wedge- sure, banning QoS seems reasonable, then Die Another Day, why not, but then they'll get carried away and criminalise Casino Royale because they don't think Craig's a proper Bond, and then where will we be?
Most QoS / dscp markings set by 3rd parties/software using the web are stripped out and ignored anyway . 'Twill be interesting to see what (if anything) happens ..
