Not sure what you are trying to do, but I have full blown Photoshop here. If it's just a one off then ping it to me with some idea of what you are trying to do and I'll have a play.
For Android, try Snapseed. Not sure if it has a specific invert feature. But you can just use the Curves tool. Drag the bottom corner to the top, and the top corner to the bottom.
On Windows, try Irfanview. Think it has an option for 'negative'.
