The valve marked Z and A seems to allow flow into the tall tube on the top (German for open and close?) There is an open hole on the bottom that the valve on the side passes through into the chamber covered by the threaded cap on the top. We reckon some sort of medical device maybe. Doesn't appear to have ever been heated by a flame though so not a steam generator?
Any ideas?

ahh just got the bit about the hole. So the funnel at the top passes straight through? So something to exchange heat looks very possible, one way or another. Any sign of soot on the inside of the tube?

No soot inside anywhere. The funnel does go straight through but if you turn the wheel it opens a slot in the tube and seems to allow the contenst of the other chamber to flow across. How about drawing a vacuum?
No German words on it at all, not sure what Arbeit macht frei means? Got no dents or signs of use really - my bro-in-law bought it in a junk shop and produced it as a quiz - then told us he didn't know what it is either!!!

Acetylene generator possibly? Either for mining/portable light/car headlights or even home use.
You would need a way of putting rocks in the base, an internal water tank with a valve between them, and a hose connection for venting the gas off, if you have those things, then thats probably what it is.
