If it's yours then it's best to curl it out onto a bit of stiff card to aid in picking it up. If someone/something else's slide a shovel under it and fling it as far as possible. Ideally over next doors wall.

Human or animal?? Flick with a stick...seems to be the method deployed by some dog walkers, but depends how far you need to move it, and consistency. If I had a jet wash at hand that wold be my preferred method.

Open lid of wheely bin, get self well balanced astride the opening, deposit load get off bin, wipe up and head off.
Just don't fall off the bin
