Steel wool has shifted a lot of the rust but I'm thinking something corrosive to soak it in?
Either LOADS of salt and a bit of water to make an abrasive paste to go with the steel wool, or a power drill with a steel brush attachment.
And then season it properly.

Soak with Hydrogen peroxide (such as contact lens cleaning solution)
Molasses
I wouldn't want to use anything corrosive as you could end up with pitting and you are more likely to get food sticking later. I would keep going with wire wool

Leave it to soak in cheap vinegar. if it has pitting get some foam aluminium oxide sanding blocks of coarse medium and fine with some water and spend an hour polishing the cookng surface super flat for an easy to clean and low stick pan.even new ones are improved by doing the second step.
Ketchup- works like the vinegar suggested above but in a paste form so you need less of it.
Fine sand such as kids play sand and water and a small sponge you just need a steady circular motion, relax and allow your mind to wander. This method will shift most burnt on stuff as well.
Another +1 for the vinegar. I used it to remove rust from some old railway sleeper nails. Just left them soaking for a week and then the rust just washed off.

Caveat with electrolysis, he'll need to treat the tools afterwards with some sort of rust inhibitor (like the paint in the photo, nice job BTW) or they'll rust again like a bastard.
