I've been working on a town planning type map, have been doing so by creating a map in Google. However, to share it I need to make the map public which I can't do. I need to share a link to just a few people, not make it public. Any thoughts on best free tool for doing this? I need to mark up zones, cycle routes, some buildings and simple stuff like that.
(I don't do mapping for a living obviously, this is just for a local community project.)

Isn't there a share button on the left side of the screen which allows you to send a URL?

My error. I was trying to share the public preview page, rather than the actual original map I was working on. When I moved back to the original, it gave me option to share without making it public
