Diversionary tactic to give the impression of effective policing?

or

Maybe one for the new police commissioner to get their teeth into?

It is not known how Kelly, of the city's Govanhill, initially came into contact with the horses

Maybe they'd been hanging out in Greggs for a bit?

That's practically cannibalism.

A Glasgow police horse that doesn't like sausage rolls? You'll be telling me next they won't eat square sausage or drink Irn Bru (other forms of ginger are available).

Is the charge not more "Tried to feed a sausage roll to a horse, but then acted like a **** when told not to by the police"?

I got told off for asking a mounted policeman if he could do a barrel roll. Maybe I got off lucky, only one word difference.

The charge is disturbing the peace, he clearly acted like a horses arse when asked to stop. The press love to make a headline out of nothing so picked up on the sausage roll part.

yep, headline misses the point as far as I can see as the article is so badly written that it conveys very little useful info.
