Who teaches politicians to always say this before they start their sentences?

Aussie cricketers have done this for years.

All rugby players and coaches in front of the camera, as well. I assume that they are told to say it so that it gives them a second or two to think about the questions, without saying 'Ummmmmmm'.

Aussies do it all the time, as do a lot of South Africans that I work with. Does seem very arrogant to the sensitive British ear, but it's really not. At least not when used by non-politicians.

He says some people say Look! and some people try to get your attention with Listen.

I sometimes look at an online website called the verge for technology news and they have some sister websites and the cross link to their articles and say "Go read this now". It really upsets me because I don't like to be told what to do by a website

It also tends to get used when interrupting people. Just as with politicians' answers, it's just the right amount of rudeness to inform the other person that you're the one talking now, and you're going to talk about what you want to talk about, regardless of the subject or question.
