What the article is saying is the duchy is being extremely misleading about what the money is spent on as opposed to whether it exists.
If you look at the website it says the money goes to various charities.
The guardian notes this charity "The Duchy of Lancaster Jubilee Trust – established in 2001 to support the maintenance and preservation for the public benefit of heritage assets across the Duchy estates" use of funds is just a slush fund for supporting the commercial businesses.
