I want to put down a vinyl or rubber garage floor, something like this:

However the problem is the floor has got floor paint on it. I believe that you're not supposed to lay vinyl or rubber floors on top of floor paint. Would it work if I put some underlay ontop of the floor paint then put the vinyl or rubber floor on top of that ?
