But it does show some of the worst examples of TKD - silly showy flapping of feet at head height that is not only impractical it's not even effective. Why kick someone in the head when a kick to the knee or thigh is quicker, more effective and harder to see coming?

Because in TKD tournament sparring you're not meant to kick below the belt or to the back of the body.
