News does not sound good for him. Strange case of a presidency that is generally remembered as a failure, but a post-presidency that achieved a lot.
For me, he'll always raise the "what if" question of, what if the disastrous rescue mission to rescue the Iranian embassy hostages succeeded and he won reelection on the basis of being a successful military leader in a time of crisis? Would the cold war ended differently, would the USSR have imploded as spectacularly, would Russia have ended up as a gangster state with nuclear weapons?

I know little about Carter, other than the great American people didn't think he was tough enough, so voted in a movie star cowboy.

From what I understand, Carter made a speech, known as the "malaise" speech, where he spoke of a "crisis of confidence." The U.S. had been through multiple crises - the Vietnam war, Watergate, oil shocks, inflation, unemployment, then the Iran debacle. Most of those were out of Carter's control, he inherited a huge stack of problems. However, he was not able to rally the country and show a vision of a better future.
I'm not a big fan of Reagan, but he campaigned on a much more upbeat note, about restoring America, not decline. He had a cheerful demeanor and could be very witty. In 1984, when asked about his age, he joked, "I will not make age an issue of this campaign. I am not going to exploit, for political purposes, my opponent's youth and inexperience." He was just a much better campaigner. It was much more than just saber rattling that got him elected.
Ronald Reagan was an actor, he was good at repeating lines fed to him. Although as Alzheimer's set in (his age was indeed an issue) he struggled to remember them.
As this clip of his wife Nancy prompting him "we're doing everything we can" shows:
