We pretend to be civilised, but our approach to the "Traveller Problem/Carr's positives" is just to pass laws slowly criminalising them out of existence, I'm not sure if that is any more defensible than the approach in the rest of Europe which is to openly treat them as scum.
This is particularly bad in the Balkans - I've been to Belgrade, Sofia, Kosice etc and they are treated really badly there and most people are totally fine with this.
In Kosice (Slovakia) they have the largest Roma ghetto in Europe, Cate Le Bon did a video for a song with a local film maker that shows it quite "well", they are simply prevented from improving their lives and then blamed when they resort to petty crime or simply give up.
