No - I know this because I finally bought the hose kit to connect my water butt to the drainpipe. So this guarantees dry weather to ensure I wasted my money.
You never regret a water butt - they are addictive! I've now got three and a pump which connects to a hose to wash car, bikes, cat etc
Probably doesn't make much difference to my water bill but makes me feel good
If we get a wet May then expect another washout summer of floods.

Actually - just had a thought. No rain is only one way to render my water butt useless. The other is if it rains so much I never need to water the garden.
We're screwed either way.
