I've just watched a neighbour's gardener convey a shit load of leaves from her front garden to the pavement and road using a blower.
It pissed me right off watching it.
Is this acceptable - i.e. are leaves "natural debris" and not rubbish?

Leaves are natural debris, however I wouldn't agree that a binbag full of leaves is acceptable to dump somewhere. The neighbour should have a "green" bin for that kind of stuff though?

Don't get me started on snow, on my estate (on a hill) there are a small number of us who clear the roads first and then our drives, there are a larger number of people who clear their drives and pile snow up in 2 or 3ft high across the pavement, I'm alright Jack doesn't even start to cover it.
There again I've come to the conclusion a lot of people are thoughtless, lazy and / or selfish and I am not going to be able to change it so meh.

Technically, I think moving anything onto the public highway that isn't licensed to be there is prohibited.
Even if you did a hole in the highway and water runs off the road and in to the hole, technically, you can't bail it back out onto the highway.
tbh ive started to do this. Im surrounded by trees and as such so many leaves i cant collect them all. i do have a green bin but it gets filled many times over and black plastic sacks start to mount up.
I now just blow them onto the road where the road sweeper gets them.
Yes i get dirty looks but i think it better than bagging them up.

I seem to remember that someone round there has a massive sycamore tree in their garden that they won't cut down.

Our neighbour has two massive beech trees in their front garden. Quite nice things, if way too big but we benefit from lots of leaves in our garden. I had a good stint earlier in the week collecting up 2 wheelie bins full. The following day said neighbour swept all his into 2 massive piles on the footpath outside his house. Kinda the autumn equivalent of piling snow up outside your drive. I have no idea what he thinks is going to happen to them but they're now just a soggy wet heap so they're not going to blow anywhere soon.

Yeah, leaf mould takes no time (well, a year) and it's awesome mulch.
Our neighbours tree sheds leaves in to our garden. We just leave (ha) them to rot. Circle of life innit.

Cobblers, leaf blowers are great, makes life easy removing leaves from your lawn and flower beds ready to be scooped up into the bin. The issue is dicks being dicks.
Just leave them where they are. They’re not doing any harm. Quite the opposite in fact. Putting leaves in a bin is just mental. Each to their own though

2nd belly laugh of the day.

We have seversal large oak trees just behind out back garden so get deluged with leaf litter all year round. The shucks from the leaf buds followed by the pollen and the sap from aphids eating leaves, small branches from squirrel damage, acorns and masses of leaves.
Tried composting the oak leaves and ended up with 6 full composting bins in the first year before we started chucking them back over the fence into the strip of woodland from whence they came. After 3 years the leaves still hadn't composted properly and so they went over the fence too.
After 4 years I realised the leaves were piling up against the other side of the fence and climbed over to move them. There is a 4 foot drop behind the fence and the leaves were approaching the top of the fence so that is approximately a 10 foot deep pile of leaves. I spread them around the woodland more evenly but noticed that even the leaves at the bottom of the pile were not really rotting.
