So have a few home improvement plans which I would like to investigate. Is SketchUp still the best tool? If not what are people using?

depends what you want to do. plans, visualizations/walk throughs, high end renders etc but with most of this stuff there's a very steep learning curve so using what you know can save time and effort even if it doesn't quite cut the mustard quality wise.
I found floorplanner.com easier to use but if you already know SketchUp I'd probably just use that.
+1 for floor planner. We built a pretty decent model and got some free rendered previews done over a couple of evenings with no experience in these building modelling programs.
