Flickering lines and not holding a picture. The good repair shop suggests it isn't cost effective to repair them, the mince one suggests that it can be done. Who is correct?
I have an iPad mini 2 as well - not really tempted to upgrade as long as it works.
I'd have thought the first response is the 'right' one.
Maybe trade in to Apple or even sell on eBay as spares/repairs.
It looks like Apple are still shoving out updates for iOS 12 so from a functionality perspective it's still supported and secure (from the point of view of security issues getting fixed) BUT it looks like that won't last for long. If you think it owes you nothing and you like shiny shiny then probably worth replacing.
