I have several Apple devices, all originally set-up via iTunes on a PC.
I last synced the iPad over Christmas but suddenly iTunes won't see any device when plugged in (I have tried different cables and different USB ports), however it does see my iPhone 6 over wifi (it won't see any other devices over wifi).
I have run diagnostics on iTunes and it 'sees' the port but not the devices attached, however Windows can see the devices (ie, if I plug them in I can navigate to the disk via Windows).
I have uninstalled and reinstalled iTunes but still get the same problem.
If I plug either of the devices into my Mac iTunes sees them straight away!
Any ideas?

I do think that this issue coincided with updating to Windows 10 so it certainly could be that.
I think it happened to me after updating to Windows 10 or a Windows update.
