Not sure if you are trying to do it as a web map, but you could learn how to do it in QGIS.

Google maps. I did one for an association once that mapped all the members in the UK.
Not difficult and no coding as I remember.

FWIW, the data is already on a Google Map.
But, just too many markers for it to work effecttivley.
