Back in the days I was able to find new friends to chat to on MSN Messenger. What websites or apps exist these days where one can meet people using instant chat and/or video rather than having the time lag of a forum post response?

I'll try MIRC forgot about that. Chatroulette always was seedy. Basically a room of lots of people with different interests. One that's busy preferably. Can have video chat or instant chat though I suspect most of the video chat sites are similar to chatroulette.
As someone who has spent every day since the late 90s in IRC channels, the suggestion that IRC is dead shocks me to the core.
I suspect the friend-making aspect of IRC is limited these days though, as the non-nerd communities have mostly drifted to other more usable platforms.

What context are you wanting these friends to live in - an online world, or potentially meet up with?
I appreciate that this method might not work for everyone, maybe you're a bit socially awkward, or maybe you live somewhere where talking to strangers is not the done thing (big city?) - but I find going to the pub and just talking to people, quite often ends up with developing new friendships.
I work all over the country and tend to aim to stay in smaller places, with local boozers - currently in Upton on Severn and the new friends relationship started on night 1. 2 weeks in and I've got half a dozen new friends, we have a drink every night (I'll update the 'time to get sober thread later!!!) am going round to an old guy's house next Monday for a meal with everyone etc.
Sometimes takes a bit longer, some you stay in touch with, some you don't, but it's seen me have friends in Redcar, Wooton Bassett, Gloucestershire, St Albans. I'll pretty much strike up a conversation with anyone at the bar though.
Made a couple of friends off here also, but most people on here think I'm a tool - I'm much nicer in person 😉
