I have an iMac running Leopard and a Mac Mini running Snow Leopard, but I don't have any Snow Leopard disks.
Can I take an image of the Mac Mini and restore it onto the iMac?

If so, what app for taking the image, Time Machine or another?

Have a look at carbon copy cloner , not sure about drivers across different hardware though.

Yes Ive got CC but it think it may be a bit messy with so many hardware differences.
I'd probably be much better off trying to get hold of a snow leopard disk somehow.

You can buy the discs (and do it legally) for like £20, can't you? Seems worth it if only for the lack of faff.
