I've sold some fella a coat on eBay, posted it recorded, marked it dispatched, put the tracking number, it's now being returned cos he claims he never got a card about attempted delivery.
Q is, can I get the P.O. to resend it FOC on the basis that they 'apparently' never left a card?

You won't be able to get the PO to send it FOC no. If you are re sending it you will need to pay.
You may be able to claim back the postage cost from the first attempt if you can prove no card was left. But I would say that's a very remote chance. As the chances are, a card was left and the buyer didn't collect it in time.
You don't have to resend it obviously, you could just refund in full. It's up to you.
