A friend had a 2nd interview last week and received a call on Friday advising that they were the preferred candidate.
Since then contact from prospective employer trying to understand existing package, etc.
So...should my friend be optimistic about potential new job?

Subject to them accepting the offer and agreeing terms, yes it's the most optimistic you can be.
Yep, this is a good thing. They’re basically saying you’re the one they want. They now need to know a few details to put an offer together.
Worth saying that this is not the time to give notice in, do that once you’ve got something in writing.
The sceptic in me says the only reason to tell a candidate they are the preferred one prior to offer is to butter them up so they feel more invested, then give them a crappy offer

Wow. My experience is as per the others. They tell you this because they want to hire you, and now the conversation will switch as to whether both parties can agree on the conditions under which you'll be hired; it basically means that there should no longer be any discussion about whether or not you're the right person, and that's useful for both parties to know in order to move past that and get to the terms etc.
Not worth the paper it’s written on. I was ‘preferred candidate’ for two separate jobs earlier this year, one job was basically pulled by those higher up the food chain once i’d Stated my salary expectations; the other was canned when they spoke to ‘head office’ in the USA who [i]insisted[/i] that the candidate to be hired not only had to be an experienced Business Analyst with N+1 years experience, but also a qualified accountant.
It’s a way of letting you down gently when they realise you’re a bit too expensive for them. Or something. Even though they know your salary expectations before they even bother interviewing

This is the bit where they figure out the minimum they can pay you. I hope your friend wasn't daft enough to give them current salary details.
Recruiters are just sales people that spend too much time on LinkedIn. They'll say anything to keep your interest levels up and they're just trying to close the deal so they get their fees.
My friend has a call with his prospective new employer’s HR later today to discuss.
The initial offer is 25% more than existing base salary, and similar benefits but better bonus and incentive plans.
He wonders if there is some more upward negotiation to be had....
